Based on the electrical wiring diagram, it's a "bleed" signal going to the brake controller. The service manual says that it's unused.
My guess is that it's used during factory assembly, but not intended for use after the car is built.
Honda calls it a dummy connector, but also YOP connector, which seems to mean it leaves the factory without anything connected to it.
It also pains me that both of the bleed wires are the same color, but that's besides the point...
